The Head of State, SEM. Ismaïl Omar Guelleh, presided Tuesday, October 8, 2029, the work of the 16th Session of the Council of Ministers during which the Djiboutian executive has examined several texts including a draft decree aimed at the creation within the Primature of a monitoring and evaluation system for the performance of priority public policies. For a better involvement in the achievement of the development objectives, it is necessary to give a stronger impetus to the public policies allowing a diligent execution of the reforms, projects and priority programs. It is within this framework that the establishment of the Unit for Monitoring the Implementation of Priority Public Policies is set up to facilitate the implementation of public policies and to ensure the monitoring and implementation of these policies. the evaluation of their performance indicators.

Draft Decree establishing a mechanism for monitoring and evaluating public policies that are priorities for the Office of the Prime Minister

The purpose of the draft decree is to create a mechanism within the Primature to monitor and evaluate the performance of priority public policies. For a better involvement in the achievement of the development objectives, it is necessary to give a stronger impetus to the public policies allowing a diligent execution of the reforms, projects and priority programs. It is within this framework that the implementation of the Priority Public Policy Implementation Monitoring Unit is planned, which is a mechanism to facilitate the implementation of public policies and to ensure the monitoring and implementation of these policies. the evaluation of their performance indicators.

This new entity aims to federate information systems and monitoring and evaluation of the performance of projects, programs and other activities implemented in the sectoral ministerial departments. This text sets out the missions and operating procedures of this harmonized framework for the monitoring and evaluation of public policies. The adoption of this draft decree will contribute to the consolidation of results-based management in the Public Administration and improve the services provided to citizens. It also aims to facilitate the proper link between the sectoral objectives and the general orientations of the Accelerated Growth and Employment Promotion Strategy.

MINISTRY OF COMMUNICATION, POSTAL AND TELECOMMUNICATIONS

Draft Decree on new rates for the 4G network The purpose of this draft Order is to implement the new rates for the 4G network.

In the context of the democratization of the means of telecommunications, it is proposed a drastic reduction of tariffs for telecommunications and internet services. This project aims to improve internet and telephony services by offering new rates for the 4G network. These tariff reductions will concern both individuals and companies with special offers.

This project aims to improve the quality of services for users and to fight against the digital divide and maximize access to the network for the entire Djibouti population in order to take advantage of all the advantages of TIC.

MINISTRY OF LABOR IN CHARGE OF ADMINISTRATIVE REFORM

Draft Order granting derogation from the legal duration of work of employees Draft Order laying down the implementing rules and the conditions for adjusting weekly rest

The Minister of Labor has presented two draft Decrees. The purpose of the first project is to regulate the system of derogations from the legal working hours of employees. In principle, the legal working week is fixed at 48 hours per week, but exceptions to this principle may exist, given the volume and the peculiarity of the work performed by the worker. 

This project therefore provides for the different types of working time exemptions that may be temporary or permanent and hours worked beyond 48 hours are paid as overtime. The second project defines the modalities of execution and the conditions of development of the weekly rest.

Applicable to all employees, weekly rest is part of the worker's rights. It must last at least 24 consecutive hours plus the daily rest after 12 hours. However, exceptions to the weekly rest period are possible in order to take into account the concerns of companies in certain sectors of activity such as transport, retail establishments, hotels, restaurants, etc.

This project is part of the concern to improve the competitiveness of companies and ensure their rights to employees.

Communication:

The Minister of Urbanism, Environment and Tourism reported on the participation of the President of the Republic in the World Summit of Heads of State on Climate Change held in New York on 23 September 2019 and during which the Head of State delivered an important speech on the actions and initiatives taken by the Republic of Djibouti to face the effects of climate change.

The Minister of Higher Education and Research made a mission report on his working visit to Ankara, Turkey, from 30 September to 06 October 2019.

The Minister of Equipment and Transport reported on his participation in the 40th Session of the Triennial Assembly of the International Civil Aviation Organization held from 24 September to 04 October 2019 in Montreal , in Canada.

The Minister of Muslim Affairs, Culture and Wakfs Goods has made a mission report on his participation in the Pan-African Forum for the Culture of Peace held from 19 to 22 September 2019 in Angola.

The Minister of Housing reported on her participation in the 36th Session of the Council of Arab Ministers in charge of Housing and Urban Development held from 02 to 06 October 2019 in Dubai, United Arab Emirates.
