Panafrican Mutual : Djibouti signs a Memorandum of Understanding with the Pan African Mutual Fund for Risk Management

Recall that the Republic of Djibouti was one of the first signatories of the founding Accord of Pan-African Mutual Risk Management in November 2012. It is in this perspective that the Minister of the Interior, Mr. Hassan Omar Mohamed, signed on March 13, 2019 this memorandum of understanding with the institution of the Pan-African Mutual Risk Management on cooperation to make facing the impact of extreme weather events in the Republic of Djibouti. In 2014, CRA Agency created its financial subsidiary, a hybrid mutual insurance company with commercial functions to provide services and products to Member States. In just four years of existence, the Mutual has disbursed more than US $ 36 million in payments to member states affected by disasters. On the sidelines of this 7th session of the Panafrican Mutual Risk Management Mutuals Conference, the SG of the Djibouti Ministry of the Interior, Mr Sirag Omar Abdoulkader, handed the Memorandum of Understanding and the work program to the Director General of the Pan-African Mutual, Mr. Mohamed Beavogui, in the presence of the Executive Secretary in charge of risk and disaster management, Mr. Ahmed Mohamed Madar. For example, the Secretary General of the Ministry of the Interior described the agreement as a turning point in his country's commitment to developing a comprehensive strategy for managing risks from climate disasters and other natural disasters. He added that this mutual is a pioneering African innovation in the management of the consequences of natural disasters that destroy, in record time, development gains achieved after several years of work. Mr Sirag Omar Abdoulkader also highlighted that the signing of the Memorandum of Understanding with the Pan-African Risk Management Mutual demonstrates the commitment of the Republic of Djibouti to progressively provide technical cooperation on profiling. climate risks, as well as disaster risk management capacity building to enhance the resilience of the country to the impacts of climate and other natural disasters. Recall that under the agreement, the CRA will also provide risk modeling and quantification training to government officials. This will help to facilitate the definition of the country's risk transfer parameters for each extreme weather event and the debate on risk transfer possibilities in order to find appropriate solutions to our country's climate, food security, and other strategies.
