Djibouti - Government : 5th Session of the Council of Ministers

The Head of State, Mr. Ismaïl Omar Guelleh, presided Tuesday, February 19, 2019, the work of the 5th Session of the Council of Ministers during which the Djiboutian Executive has examined several texts including an important bill relative to the social and solidarity economy. This economy, which lies between the public and the private sector, is emerging as the third path because of the economic and social changes that are happening all over the world. We reproduce the official communiqué as published by ADI (Djibouti Information Agency) 

In our country, despite the existence of cooperatives and mutuals, the sector of the social and solidarity economy has not changed significantly due to a number of difficulties, including the lack of a clear and commonly accepted concept on the social and solidarity economy and the dispersion of existing legal texts and the absence of a unified framework and the lack of a supervisory structure. 

Given the importance of the social and solidarity economy as a sector for economic development and the promotion of employment and the fight against precariousness, it has become necessary to develop a clear legal framework, understood by all stakeholders and applicable, thus forming a platform for stimulating economic initiatives. 

This bill aims to define the concept and principles of the social and solidarity economy. It enacts special rules for social and solidarity economy organizations, including cooperatives and mutuals, whatever their activities. The adoption of this project will, on the one hand, promote the social and solidarity economy sector and, on the other hand, better coordinate their activities in order to make it a sector of employment and high added value. 

MINISTRY OF LABOR IN CHARGE OF ADMINISTRATIVE REFORM 

Draft Law Amending Certain Provisions of the Law Establishing the National Social Security Fund (CNSS) The purpose of this Bill is to amend certain provisions of Act No. 212 / AN / 07. 

In accordance with the guidelines and objectives assigned to public institutions and undertakings that seek to restructure these entities, it is necessary to clean up the management of this establishment and to control the health expenses. The purpose of this bill is to repeal the provisions of section 11 regarding the procedures for ordering medications. This amendment aims to allow the CNSS to acquire full autonomy. The adoption of this bill will enable the CNSS to further consolidate and strengthen its powers and competences in order to achieve the expected objectives. 

MINISTRY DELEGATED TO THE MINISTER OF ECONOMICS AND FINANCE RESPONSIBLE FOR TRADE, SMEs, CRAFTS, TOURISM AND FORMALIZATION 

Draft Strategic Orientation Law for the Development and Promotion of Tourism in the Republic of Djibouti 

The purpose of the draft law is to adopt the national strategy framework for the development and promotion of tourism in the Republic of Djibouti. There is no question that the tourism sector is a major source of foreign exchange earnings and job creation. This project is the result of the National Tourism Assises and aims to realize the vocation of tourism to play a key role in the economic development of the country. 

This Strategy is based on four areas of development: institutional reform, the creation of a priority zone for tourism development, the mobilization of financing for productive investments and the implementation of an accompanying policy. This strategy will make it possible to encourage the more effective involvement of public authorities in the development and promotion of tourism, to promote and support productive investment, to take charge of a tourist environment and to professionalize tourist activities. 

The bill provides for the setting up of steering bodies. This text also provides for the transformation of the National Tourist Office into a public industrial and commercial establishment called the National Tourism Agency. This new strategic direction aims at inserting the Djibouti destination in the international market and will allow the tourism sector to contribute to the development of our country. 

SECRETARIAT OF STATE CHARGE OF SOCIAL AFFAIRS 
Draft Law adopting the National Strategy for Social Protection 2018-2022 of the Republic of Djibouti The purpose of this Bill is to adopt the National Strategy for Social Protection 2018-2022 and the action plan. 

Our country is one of the African countries that set up a comprehensive system of social protection at an early stage with two components: a well-structured social security system covering the contributory sector and a social assistance system based on social transfers, particularly marked by the establishment of universal health insurance and the establishment of various programs to respond to food insecurity. The need to supplement the existing systems, to amplify their impact and to sustain the results has become essential. It is within this framework that is planned the implementation of this strategy that promotes the implementation of a National Social Protection Floor with basic basic guarantees and complementary measures to ensure the empowerment of the beneficiary households of this system so that they can fit into the contributive system. 

The ambition of this tool is to get some sections of the population out of the assistantship and integrate them into the dynamics of development by promoting their access to the insurance system such as human capital building programs through education, training and universal access to care through the social health assistance program, the facilitation of access to microfinance and the development of the social and solidarity economy. This bill aims to create specific structures to support the implementation of the strategy including a steering committee and a technical committee. 

By targeting the universality of the extension of social protection and including populations with specific needs, this Strategy is also a new and strong act of conformity of our country to the international human rights commitments to which it has subscribed.

MINISTRY OF HIGHER EDUCATION AND RESEARCH 

Draft Order granting the authorization to open and direct a private higher institute 

The NGO WAMY is granted the authorization to open a private higher education institution called "Training and Development Center", in accordance with the provisions of Article 25 of Decree No. 2014-121 / PR / MENSUR . 

This Center will provide undergraduate training in the field of industrial and tertiary sciences and techniques. 

Communications: 

The Minister of the Interior and the Minister of Labor reported on their working visit to Canada from 03 to 06 February 2019. 

The Minister of the Interior also reported on the ministerial meeting of the coalition against the Organization of Islamic State, held on February 6, 2019 in Washington. 

The Minister of Higher Education and Research made a presentation on the conference on the "Centers of Excellence for Higher Education in Africa" to be held from 18 to 26 February 2019 in Djibouti. 

This conference brings together 44 African Centers of Excellence including Djibouti. He informed that the University of Djibouti will become a Center of Excellence on Logistics and Transport. 

The Minister of Communication reported on his participation in the Ministerial Extraordinary Meeting on Smart Africa, which was held from 08 to 12 February 2019 in Addis Ababa.

 The Minister of Muslim Affairs and Culture made a mission report on his participation in the 1st Cultural and Artistic Festival of the Organization of Islamic Cooperation held from 05 to 09 February 2019 in Cairo.
