Djibouti - Government : 4th Session of the Council of Ministers
Under the chairmanship of HE. Ismail Omar Guelleh, President of the Republic and Head of Government, took place on Tuesday 05 February 2019, the 4th Session of the Council of Ministers. During this meeting, the President of the Republic and the members of his Government examined several draft decrees, including the one fixing the rates of jurisdiction of the Civil, Commercial and Social Chambers of the Court of First Instance and the Administrative Tribunal. "The project defines for each of these jurisdictions, the amount for which they judge first and last resort.Decisions rendered first and last resort are not subject to appeal.The appeal against these decisions is the appeal to the Supreme Court ", we read in a statement issued at the end of this 4th meeting of the Council of Ministers.
According to the same document, the objective is to relieve the Court of Appeal and avoid the systematic or even abusive use of citizens. The adoption of this project will provide citizens with justice that is fast, effective and more accessible.
MINISTRY OF JUSTICE AND PENITENTIARY AFFAIRS ON HUMAN RIGHTS
Draft Decree fixing the rates of jurisdiction of the Civil, Commercial and Social Chambers of the Court of First Instance and the Administrative Tribunal.
The present draft Decree is issued pursuant to the new Code of Civil Procedure in its provisions relating to the jurisdiction and organization of the Civil, Commercial and Social Division of the Court of First Instance and the Administrative Court.
It defines for each of these jurisdictions, the amount for which they judge first and last resort. Decisions rendered in the first and last instance are not subject to appeal. The appeal against these decisions is the appeal to the Supreme Court.

MINISTRY OF ENERGY RESPONSIBLE FOR NATURAL RESOURCES
Draft Decree on the terms and conditions of application of the mandatory and periodic energy audit in the Republic of Djibouti.
The mandatory energy audit is part of the government's energy strategy, which aims to reduce energy needs by improving the efficiency of consumption in a context of heavy dependence from outside. It encourages the optimization of energy resources and makes the energy audit mandatory from a certain threshold of consumption.
The data collected during these audits will identify energy saving deposits. The purpose of the draft Decree is to define the methods of application of the compulsory and periodic audit, particularly its content, its methods of producing and presenting the results.
This project provides specifications including energy efficiency standards and monitors the conditions for the implementation of the energy audit by the auditors and the bodies subject to the audit obligation. This project is part of the strategy to reduce the energy demand of our country.
Draft Order on the energy efficiency of public lighting.
In the context of energy efficiency, the government has undertaken measures to save energy, especially on the bill of public lighting. Public lighting managers are responsible for adopting good practices to improve the energy performance of public lighting.
It is within this framework that is planned this draft decree which specifies the technical specificities to have a public lighting with a controlled energy consumption and impacts least harmful to the nocturnal biodiversity.
The objective of this project is on the one hand to achieve energy savings and on the other hand to ensure modern public lighting, efficient with minimal environmental impact.
MINISTRY DELEGATED TO THE MINISTER OF ECONOMICS AND FINANCE RESPONSIBLE FOR TRADE, SMEs, CRAFTS, TOURISM AND FORMALIZATION
Draft Decree on the organization and functioning of the Ministry Delegate at the Ministry of Economy and Finance, in charge of Trade, SMEs, Crafts, Tourism and Formalization.
The Ministry Delegate for Trade, SMEs, Crafts, Tourism and Formalization is responsible for the design, development, coordination, monitoring and evaluation of the implementation of the policy the government in the field of internal and external trade, the promotion of SMEs and the formalization, development of tourism and crafts.
This draft Decree implementing Law No. 55 / AN / 14 / 7th L specifies the rules of organization and operation of the various departments and services and reinforces the existing structures with the aim of greater efficiency. action. It aims to set up the most appropriate organization of this department and complete its institutional system in order to achieve the objectives assigned to it.
MINISTRY OF BUDGET
Draft Order granting a parcel of land for the benefit of the Doraleh Container Terminal Management Company.
Draft Order allocating a parcel of land to the State Secretariat for Social Affairs.
The Minister of the Budget presented two draft Decrees. The first draft of the By-law concerns the allocation to the Doraleh Container Terminal Management Company of a 50,000 m² plot of land in Balbala on the Doraleh road.
This parcel of land is intended for the implementation of a project to extend the Container Terminal. The second draft of the Order concerns the allocation to the State Secretariat for Social Affairs of a plot of land of 8,105 m² in Balbala - PK13. This parcel of land is intended for the implementation of hangars for storing foodstuffs.
MINISTRY OF EQUIPMENT AND TRANSPORT
Draft Decree appointing.
Appointed: Mrs. Rahima Ahmed Moussa, Director of the Central Laboratory of Building and Equipment, Mr. Soubaneh Said Ismaël, Director General of the Djiboutian Agency of Roads, Mr. Mahamoud Moussa Ahmed, Technical Advisor to the Minister of the Equipment and Transport.
The Minister of Foreign Affairs and International Cooperation, Spokesperson of the Government reported on his participation in the 4th Economic and Social Summit of the Arab League and the 1st Meeting of Foreign Ministers of the African Union and of the European Union held in Beirut on 20 January 2019 and in Brussels from 21 to 22 January 2019 respectively.
He also reported on the 15th Joint Djibouti-Ethiopia Ministerial Commission held on January 30, 2019 in our country.
The Minister of Energy in charge of Natural Resources reported on his participation in the 9th General Assembly of the International Renewable Energy Agency (IRENA) held from 11 to 13 January 2019 in Abu Dhabi .
