Djibouti - Government : 1st Meeting of the Council of Ministers of the year 2019

The Head of State, Mr. Ismaïl Omar Guelleh, presided on Tuesday the work of the 1st Session of the Council of Ministers of the year 2019. The Djiboutian executive examined at this meeting several texts including a draft law relative the creation of a national biometric register of natural persons to ensure a better guarantee of the administrative and identity documents of the users of the Administration. We reproduce the official communiqué as published by the ADI (Djibouti Information Agency).

This national directory will make it possible to centralize all the biographical and biometric information of all natural persons living on the national territory in order to produce reliable demographic statistics.

The bill that has just been passed by the government provides for the allocation of a national identification number to each person from birth. This number will be used by administrations not only to identify citizens but also to exchange their data.

The objective pursued through the creation of this national register is to improve the operational efficiency of the administration, to fight effectively against fraud and identity theft, to ease the administrative procedures by facilitating at the same time reconciliation between the administration and the citizens.

Draft law on the identification of natural persons in the Republic of Djibouti, creation of the national identification number and establishment of a national register

The purpose of the draft law is to create a national biometric register of natural persons to ensure a better guarantee of the administrative and identity documents of the users of the Administration.
